Weekly Report on Export of Edible oil in branded consumer pack upto 5 kg.
1. Background
1.1. DGFT, D/o Commerce in Ministry of Commerce & Industry had imposed a one year ban on export of edible oil vide its Notification No. 85 dated 17.03.2008. The ban on export was applicable to all edible oil under chapter 15 of Schedule I.
1.2. Subsequently vide Notification No.92 dated 1.4.2008 and Notification No.3 dated 11.4.2008, the restrictions imposed on the following items were lifted:
(i) Export of Castor Oil
(ii) Export of Coconut oil through Cochin Port
(iii) ‘Deemed Export’ of edible oils to 100% export oriented units with the
conditions that the final product be non-edible
(iv) Export of oils produced out of minor forest produce, even if edible (ie; those under the codes (15159010, 15159020, 15159030, 15159040, 15179010, 15219020).
2. Present Scenario
2.1. In Partial modification of the Notification No.85 dated 17.03.2008 read with Notification No.92 dated 1.4.2008 and Notification No.3 dated 11.4.2008, DGFT vide Notification No.60 dated 20.11.2008 permitted the export of edible oil as under:

Para 2.i) The export of edible oils is permitted in branded consumer packs of up to 5 Kgs, subject to a limit of 10,000 tons during the next one year up to 31st October,2009: Such exports shall be allowed only from Customs EDI Ports.”

2.2. It was further stipulated in the notification that the quantity of edible oil exported under the above mentioned relaxation should be monitored through an appropriate system to be put in place by the Department of Commerce.
2.3. DGFT, thus, vide their Policy Circular No.39 (RE-08) 2004-09 dated 20.11.2008 entrusted Joint Secretary, Customs (CBEC) and DGCI&S, Kolkata to send a weekly report on the export of edibile oil in branded consumer packs up to 5 kgs. DGCI&S Kolkata started sending a weekly report w.e.f 20.11.2008.
3. The Report furnished by DGCI&S
3.1. The report furnished by DGCIS, Kolkata has two parts:
i) A statement showing ITCHS-wise quantity (KGS) and Value (INR) of edible oil exported under three heads namely (a) up to previous week, (b) during the week and (c) up to the end of the week. The later part of the statement gives the figures of quantity &Value for the transactions reported in nonstandard Units (ie; other than KGS).
ii) An Annexure containing the detailed transactions of export of edible oil for the reporting week.
3.2. It may be noted that the figures quoted in the report is as per the data reported by the Customs, EDI Ports. The quantity figures reported in non-standard units (i.e; other than KGS) were corrected by the Directorate wherever possible. However, certain quantities in non-standard units such as ‘NOS’, ‘PACK’, ‘UNIT’ etc. which are not possible to convert into standard unit (KGS) are kept as reported by exporters/ Customs.
